How can I get Dish Network to move my Dish or can I move it myself?

I have Dish Network and moved to another apartment. The new apartment already had a Dish so the Dish guy just hooked up my TV. The problem is, the Dish is in my porch/balcony area, bolted to cinder blocks and takes up half of my porch. I asked the Dish guy to please move it because it's in a terrible place and looks so trashy. I mean, I seriously can't believe that the previous tenants saw a Dish employee bolting their Dish to cinder blocks and letting it take up half of their porch and think "oh yeah, that's a great idea". Anyway, the Dish guy said he isn't allowed to move an existing Dish and if he did anyway, it would block our neighbor's dish (which is outide of their porch, just standing on the ground). There's another spot it can be put without it blocking the other Dish and I'm thinking since it was 5 pm on a Saturday he just didn't feel like doing it. I want my Dish moved so I can use the rest of my porch, will they do it?
