How to seal/bond cinder blocks?

Hello, I am 15 and I am in charge of making an above ground, cement pond for my family's backyard, only we have no idea how to seal the cinder blocks. My plan is to seal them somehow, apply stucco and smooth it over. Is there anyway that I can improve or change this plan to make it more waterproof? Thanks!
