How do I repair a missing corner cinder block on by garage wall?

I've been having water flooding my garage through the north wall when there is heavy rain. We dug up the outside to patch cracks and seal it. I now notice that the front corner of the wall is missing approximately one and a half blocks on the bottom of two rows of cinder block. It seems that this is not a job for mortor. Can anyone please help?
