Replacing old brick cap with new concrete cap. Mortar, adhesive or mixture?

I just tore out old bricks from a small cinder block wall in my backyard. I am replacing with 8"W x 24"L cement caps (http://www.stepstoneinc.com/photos.htm). The brick removal left behind chips and dips in the cinder blocks. 1st, will mortar work for the new adhesion? 2nd, if so, does it make sense to just use the mortar as a buffer to level out the height differences in the banged up cinder block while installing the new caps? If mortar is not a good way to go in buffering the banged up cinder block tops, what is?
