Will the cinder blocks hold the pressure of the water inside the pond?

We want to build a pond that is 1ft underground and 2ft above ground using cinder block, so a total of 3ft depth pond. Length is 6.5ft and width is 4ft. Cinder block will be use above ground only. We will re-bar the inside of the cinder block hole and pour cement over it. We will use pond liner 45 mil for the lying of the inside.
